Medicare Prescription Drug Plan Top Contracts

As of August 1, 2025, after a period of slow growth and declines, stand-alone prescription drug plans (PDPs) reported gains of over 975,000 net new enrollees, a 4.3% increase since August 1, 2023. Consolidation and market exits have resulted in the top three contracts covering 62.4% of the PDP market, up from 54.6% as of August 1, 2023. The top three PDP contracts are offered by Centene, under the market name of WellCare (S4802); CVS Group, under the market name Silverscript Insurance (S5601); and UnitedHealthcare (S5921).
- Centene Corporation’s WellCare PDP contract S4802 includes 102 plan options and covers over 7.9 million people nationwide, as of 8/1/2025, with many of its enrollees in California, Florida, and Texas. It has an overall Star Rating of 3.5 and monthly premiums range from $0 to $126.
- CVS’s Silverscript Insurance contract S5601, includes 34 plan options and covers nearly 4.1 million people across the U.S., with its largest enrollment residing in the New York, California, and Pennsylvania markets. It has an overall Star Rating of 2.5 and monthly premiums range from $23.50 to $66.
- UnitedHealthcare, over the last two years, consolidated many of its regional prescription drug plans into one national contract, S5921; Florida, California, and New York are its leading states. The contract includes 68 plan options and has an overall Star Rating of 2.0, with monthly premiums ranging from $0 to $128.10.
